SecrecyThe Awakened world must be kept secret from the mortal world. The casting of unnecessary vulgar magic is forbidden.
Recognition
All members of the Orlando Consilium fall under the jurisdiction of the Consilium and the Lex Magica of Orlando. Those who wish to gain citizenship within the Consilium may do such and gain the benefits of such.
Protectorate
All cabals of the Orlando Consilium may announce their Sanctum and Territory to the path Councilors and Hierarch of the city and request official claim.
Hubris
The misuse of magic for selfish, foolish, and even perverse means shall not be tolerated.
Rights
The Privileges and Responsibilities of the Great Rights are upheld within the Orlando Consilium. Cabals must submit their Protocols to the Path Council and Hierarch for acceptance.
The Great Rights
The following Rights are the only Rights that shall be recognized and upheld under the Lex Magica.Crossing: Let no borders stop an Awakened with a clear heart.
Any Cabal may apply for Territory. If granted they shall be responsible for protecting this territory and providing safe passages through it for others.
Emeritus: Those who have earned respect must be treated with respect.
There are no further restrictions or requirements laid upon this.
Hospitality: Those who request hospitality must be granted it.
There are no further restrictions or requirements placed upon this.
Nemesis: When vengeance is declared, let none stand in its way.
Nemesis must be requested to the Hierarch and Path Council in a Writ of Nemesis. If the involved parties wish the Hierarch (or Path Council should the Hierarch be involved) may adjudicate or help lay out the rules of engagement. If the matter is adjudicated to both parties satisfaction, the matter is dropped. However, if not, once the structure of the rules of engagement are formed, it shall be held to by both parties. Nemesis is not to be declared lightly and is held as a last resort in disputes.
Sanctuary: Protect your home, and let no action cause it harm.
A Cabal has the privilege of defending their Sanctuary in any manner they chose so long as the Precepts, Rights and Precedents are upheld.
Precedent – Permanent Record
The “Left Hand Legacies:” The following Legacies are considered to be Left-Hand Legacies throughout this document: Banishers, Scelesti, and Tremere Liches. Membership within and support of a Left-Handed Legacy is against the Lex Magica of the Orlando Consilium.Explanation of Scelesti: Those that summon and forge pacts, contracts, deals, or alliances with the Abyss or Abyssal entities.
Explanation of Tremere Liches: Those that steal and traffic in stolen souls.
Explanation of Banishers: Those Mages that believe magic is a curse and use their own powers to murder other Mages outside the Sanctioning of the Hierarch of the Orlando Consilium.
The Abyss is bad. Summoning from, tainting others with the “energies” of, or creating Verges to or from the Abyss as well as forging contracts, pacts, or any other “deal” with Abyssal Entities is against the Lex Magica of the Orlando Consilium.
Soul Theft and/or trafficking is against the Lex Magica of the Orlando Consilium.
Trafficking in Souls is against the Lex Magica of the Orlando Consilium.
All trading of Soul Stones must be recorded by the Hierarch.
Unsanctioned killing is against the Lex Magica of the Orlando Consilium.
Membership in the faction known as the Seers of the Throne is against the Lex Magica of the Orlando Consilium.
Making treaties or arrangements in the name of the Orlando Consilium or in the name of the Hierarch of the Orlando Consilium without proper diplomatic authority is against the Lex Magica of the Orlando Consilium.
Tampering with the workings of a trial held in Orlando, by magic or other means, is forbidden by the Orlando Lex Magica. Magic may be used in trials only per the request of the council or other consilium officers.
Punishment for crimes:
Mages accused of crimes in the Orlando Consilium have the right to a full trial by the Path Council and Heirarch of the city. The council will act as the jury for these trials with a verdict on 2/3 majority of the councilors present.The Heirarch will act as judge for the trial and has the ability to override the council’s decision or to break a tie vote.
The Heirarch’s decision to overrule may be over-ridden by a unanimous vote among the councilors present.
All punishments will be decided, post-trial, by the Heirarch; the council’s advice may be given.
Punishments for crimes will, in any way possible, uphold the path of Wisdom. Punishments may include:
Counseling
Service to the consilium
Imprisonment
Exile or banishment from the city, including no continued contact with those still within Orlando’s borders.
Death
Death may only be sanctioned by the heirarch and is considered a last resort.
The punishment scale of the tetragrammaton is not followed within Orlando.
Consilium positions:
Heirarch – the leader of the consilium. The heirarch may not hold any other position in the city, though they may assist in various consilium duties. They are the organizing leader of the city and mediator for the path council. In times of crisis, the heirarch – or a duly appointed representative – remains in charge. The heirarch is elected by a 2/3 majority of all the path councilors. The heirarch may only be removed via a unanimous vote of the path councilors. The heirarch may grant or strip membership in the consilium for free. The heirarch may temporarily expend one of their status points to grant standing to another mage in recognition of service.Path councilor – each path with two or more members within the consilium shall have a representative to sit upon the council as a voice for their path. Path councilors will monitor the day-to-day running of the city and are expected to keep fellow councilors, sentinels, and the heirarch apprised of any activity requiring action. Councilors may temporarily expend one of their status points to grant or remove standing from one of their path, in recognition of deeds. A majority of the council as a body may each expend a point of their status to affect the heirarch’s standing or the standing of another councilor.
Cabal Council – Each recognized cabal leader under the Lex Magica of Orlando shall have a seat upon a Cabal Council. Any changes, amendments, or other alterations to the Lex Magica must be sanctioned by a 2/3 majority of the Cabal Council.
Sentinel Captain – The Sentinel Captain is granted the power to sanction Sentinels under the Lex Magica and charged with enforcing and policing the adherence to the laws of the city. They are given the sanction of the Path Council to arrest mages suspected of violating the Lex Magica and bringing them before the Path Council for trial. The sentinel captain may appoint sentinels over specific areas as needed (i.e. twilight, shadow, etc) The sentinel may remove status from a mage who has violated the lex magica.

The status granting/removal mechanics are as per MET Awakening but are included above for clarification purposes.As of the date of this lex magica, the following positions confer the associated level of status with their assumption of duties. This status may be adjusted in play and is meant to set a starting stage for the city at the introduction of the new lex.
